Must be an Indian citizen.
Must be a permanent resident of the concerned village/area.
Should own land or immovable property in the concerned area.
Must have passed HSLC (10th Pass).
Should be physically fit and of sound mind.
Must not be a Government employee.
Must not be a member of any political party.
Should not have more than two living children.
Must not be declared insolvent or a defaulter of Government dues.
